The safety is an important part of Club Penguin Rewritten.
It is represented by some rules that you have to respect to be sure that you have fun, and that the other users do too.
Here are the Club Penguin Rewritten rules:

Respect Others: This means you have to be nice to everyone, even if you don't like someone. This means no bullying, and no mean behaviour. If you don't like someone, you should better ignore them using the skull button on their playercard than be rude to them!
Here is how the ignore button look like:
Chat Nicely: This rule means you are not allowed to use bad and inappropriate language. This includes of course every swearing word. If you use a bad word, you will get punished and your message will be deleted.
Stay Safe Online: This means you can't share personal informations. This includes your real name, your address, phone number and everything that is related to your out-game life. To be sure that you are safe, you have to respect this rule. If you want to talk about your house for example, show your igloo better to other penguins!
Play Fair: CP Rewritten is a community game, which means you have play fair to be sure that it is enjoyable to everyone. Don't use other programs to get items, coins or to win in mini-games.
What if you don't respect them?
There are some ways to punish in CPR.
You can get kicked from the server you are in, which means you will have to refresh you page and login again to continue playing.
You can get muted, which means nobody except you will see the messages you send.
You can get banned 12, 24, 48 or 72 hours. In extreme cases, you can get banned from the game for a defined amount of time, which means you won't be able to play CPR during this length. You can also get banned forever.
Now what if you see someone that doesn't repect the rules?
If you see someone that is most likely not respecting the rules, you should use the report form that is accessible from the Moderator Button present in the player card of everyone.
This is how the report button look like:
You will have to choose some cases and complete a form that will be checked by a Moderator. However you shouldn't abuse of this because this give more work to the staff team for nothing and you could get punished.
But what is a moderator and who are them?
A moderator is someone that make the game a safe place. They are here to punish the rule breakers and to enjoy with the other penguins! They are recognizable by the Moderator Pin they wear, so you shouldn't trust an user saying they are a moderator if they do not wear this pin.

If you see one of them on the island, you can also report bad penguins to them and they will take care of it. However a normal penguins can help you too.
